BACKGROUND CREATING THE INTERCONNECTOR In early 1992, the Department of Energy brought together BP, British Gas, Conoco, Elf, Norsk Hydro and Statoil to study the idea of a cross-channel natural gas interconnector. The Study Group developed the basic commercial and technical concepts and identified the preferred landfall sites, Bacton and Zeebrugge. On selection of Zeebrugge, the Belgian national gas transmission company, Distrigas, joined the Study Group. Approaches to oil, gas and energy companies across Europe determined there was a market need for an interconnector and a full time team was established with the objective of achieving commitment to the project before the end of 1994. Potential participants were asked to make capacity bids. After detailed discussions, nine companies made long term capacity commitments for 20 billion cubic metres a year of UK export capacity and enabled Interconnector (UK) Limited to be formed.
Design of the Interconnector terminals and pipeline began in 1996, and the project was completed on time and under budget in 1998.
The key events in Interconnector's history, from conception to present day, are summarised in a timeline.
As the Interconnector operates across an international border it was necessary to develop a treaty between the United Kingdom and Belgium. This treaty defines the agreement between each Government relating to the Interconnector pipeline. It contains information regarding authorisation of the construction of the pipeline and importantly creates an Interconnector Commission to oversee and facilitate the resolution of cross border issues where they arise in relation to the Interconnector. The commission is represented by the UK Department of Trade and Industry and the Belgian Ministry of Economic Affairs. |
